In my case I had witnessed the FTTP install team laying the fibre in my street, and on speaking to them they assured me they were making it available to the entire housing development. The issue is this - depending on who you speak with, it's either a one visit / one technician job (the one guy comes out and installs both boxes), or a two visit / two technician job (one to install the utility box, one to install the connection box).
